I would
first like thank the members of council department heads, employees
committees and especially our volunteers for the outstanding achievements
they accomplished in 2007. I
can tell you first hand these people devoted many hours toward the common
goal of serving the taxpayers of Greenwich Township.
When I sat in this chair 6 years ago as a newly elected Mayor, I
set as a goal the modernization of our aging water system. Well, I can tell you that endeavor
came to fruition in 2007 with the start-up of our new water treatment
plant on Memorial Avenue.
Together, with the installation of valves and hydrants and new
mains, we are now delivering the best quality water we have ever
experienced in Greenwich Township.
The water plant at the Municipal Building which treats Well #5 will
be operating in the next several weeks bringing the multi-phased project
to a close.
Other improvements last year include Forrest Street reconstruction,
new roof and carpet for the Municipal building and playground equipment at
the Ladner Avenue Park.
The nature trail was completed in 2007 with a fitting dedication
attended by Gibbstown native and trail name sake Dr. Silvia
Earle.
The Police and Emergency Services personnel continued to train in
the latest response techniques.
The Township received an award and citation for recertification of
our Emergency Operations Plan. The Fire Department organized with several
other departments to create a regionalized special rescue task force. The members have also been trained
in the Neptune Fire Fighting System which is designed for large industrial
fires.
I had several meetings with state and county representatives along
with members of DuPont Management in an effort to plan the redevelopment
of the DuPont Property that is both economically beneficial and
environmentally safe for our community.
We are making progress on replacement of the sluice gates, however
the involvement of multi-levels of regulatory agencies has delayed
construction to at least next fall.
I along with other council members, have attended several public
hearings to oppose the New Philadelphia Airport flight pattern proposed by
the FAA. This is a David and
Goliath type battle but you can be assured we will continue to work with
our representatives to halt the plan.
We are pleased to have received several grants in 2007 to include
NJ DOT grant for Forrest Street and a grant commitment for both Carter
Avenue and South School Streets; the National Fish and Wildlife Foundation
Grant for the Sylvia Earle Nature Trail; and, with the assistance of
Assemblyman Burzichelli, a NJ DEP Grant for the water treatment plant.
I should point out that the progress we have made has been carried
out in a safe work environment.
In fact, in a survey conducted just last month by the Joint
Insurance Fund, Greenwich Township was commended for its safe work
practices.
These are just some of the highlights of 2007. Now, where do we go from
here? I have put together a
“wish list” of projects that I would like to see happen in
2008:

The
Police Station is woefully out of date. It needs major modernization and
expansion.
·
We
must institute a systematic road repair program to include infrastructure
upgrades.
·
Our
Senior Citizens need adequate space in which to meet and hold
events.
These are just a few items that need attention. However, as we all know,
Rome was not built in a day and money does not grow on trees. We must respond to these needs AND
continue to provide current services with fiscal responsibility. In order to keep our taxes
2nd lowest in the county or better for 2008, I will
aggressively explore cost cutting initiatives particularly in the area of
shared services with other municipalities and the county.

The Federal Aviation Administration (FAA) Eastern Terminal Service
Area has released the Final Environmental Impact Statement for review,
this document is available at the Greenwich Township Public Library, 423
- 0684. In addition, the entire document may be viewed and downloaded
from the project website by clicking here.
What is the difference between the Draft Environmental Impact
Statement (DEIS) and the Final Environmental Impact Statement (FEIS)?
The DEIS was made available to the public and agencies for
formal comment before a Preferred Alternative was identified. This phase
provides direct public involvement disclosure prior to any decisions.
The FEIS contains the responses to the comments received on
the DEIS, Mitigation Strategies, and changes resulting from these inputs
and identification of a Preferred Operational Alternative. It will also
contain. various Mitigation Strategies that have been designed to reduce
impacts resulting from the Preferred Alternative.
What is the next Step?
The fmal step in the National Environmental Policy Act (NEPA) process
is the release of the Record of Decision or ROD. This cannot occur until
30 days after the Notice of Availability of the FEIS is published in the
Federal Register. The ROD represents the final decision by the FAA as to
what alternative, along with what mitigation, the agency will implement.
Implementation can begin once this document is released.

distributed a fact sheet to those municipal offices that may deal with
underground storage tank issues, so that the information is available to
the general public.

The Federal Emergency Management Agency (FEMA) has added Gloucester
County to the list of counties whose residents are eligible for
assistance with water damage sustained between April 15 and April 20. To
